Russia's Ministry of Digital Development (MinTsifry) is evaluating the risk that new Google developer verification rules could restrict installation of Russian applications on Android devices.
Current rules allow free sideloading of APK files from third-party sources, but the upcoming mandatory registration of developers and apps distributed outside Google Play may change this. Minister Maksut Shadaev stated that the ministry is conducting scenario analysis rather than reacting to an announced ban.
The new verification requirements are scheduled to begin on 30 September 2026 in Brazil, Indonesia, Singapore, and Thailand, with global expansion to certified Android devices planned for 2027. Developers who fail verification risk losing the standard installation channel.
Google has indicated it will keep an advanced mode for loading unverified apps with additional warnings, as well as support for installation via ADB. The custom firmware project LineageOS has confirmed that its devices will not be affected by the new developer checks.
The most vulnerable services include Russian banks, marketplaces, and other applications previously removed from foreign app stores, for which direct APK downloads from official websites have served as the primary distribution method.
